The study included an analysis of the City of Windsor in order to determine the community profile, demographic projections (20 years) as well as the analysis of crime trends and demand for police service. From this study, current and projected staff and related space requirements were determined. The services included the study of the existing police buildings with respect to the projected space programme requirements. Alternative conceptual layouts were developed for the existing building/site as well as for the potential sites. These conceptual layouts and sites were tested for suitability by assessing weighted evaluation criteria and recommendations were made. An implementation plan was also prepared with capital cost projections over a 5 year period. Based upon our recommendations, a downtown site has been found. Letter of interest for design-build proposal call is underway for the next phase.
